Regarding outstanding bill and penalty by WBSEDCL

I had put my flat in Merujeen, Kamalgazi on rent and the WBSEDCL kept the meter running from 2021 to 2023 running up a bill total of 76000 instead of cutting off power after 2 months of non payment. The person who was staying on rent updated his own his own contact details on the bill and i was never informed of this huge pending bill, till i checked in 2025. Now WBSEDCL is charging me another 45000 for late payment and fees when they shouldn’t have let the bill remain unpaid for 2 years in the first place.
