Benefit for Rs.399 JIO recharge not credited, money not refunded

I have recharged Rs.399 on 20th-July-2017 benefits was not credited neither money was refunded after several followup. Jio said to connect bank , ICICI bank has confirmed me on mail that money has not been refunded to bank it is still with merchant so bank is not responsible.

Due to limitation i could not attach many more artifacts , kindly help to teach lesson to these organization.

Refund from Flipkart – Rs.5,999/-: Mr. Dinga Sailo of Aizawl 796001, Mizoram ordered a mobile handset from Flipkart.com on 6th January 2015 for Rs.5999/-. Kotak Mahindra Bank changes a/c type without information – deduct charges from account: Mr. Atul Jain of Indore had posted a complaint on 03-09-2009 in the Forum with regard to Kotak Mahindra Bank changing his account type and debiting his account for non-maintenance of average quarterly balance.
