Complaint regarding non-delivery of PAN card

I want to register complaint against VELEX LOGISTICS PVT LTD. AS per NSDL officail, my wife pan card was delivered on 11 th Feb 2020. However i have not received my card neither the person to whom the courier status say deliver exist in my locality. Also the all customer care numbers are unreachable or invalid.
my consignment number is 23309150349.

    As informed by the courier team, the PAN card has been delivered and the confirmation has been received for receipt of the PAN Card.
