Regarding NOC from Shriram City Finance

I have purchased Honda Active 3G at bangalore with the finance of shriram city finance during 2015 .I have paid all my installment regularly and fully with out any irregularities. However when I approached for NOC they are refusing to give since two months.. Now there are saying one cheque got bounched you have pay around 700 rupees to issued noc which will take more than 20 days.
